The organizing image comes from Chen Yun, the party elder of the early reform era: the market is the bird, the plan is the cage. The bird must fly, or the economy starves. The cage must hold, or the party loses control.

Four decades later the cage is the party itself, and the bird has become the largest manufacturing economy in history. This page takes both halves seriously.

That is not a paradox once you see what the index measures: freedom from the state. China's model is markets inside the state's hand. This is why China gets the featured case study: it is the strongest evidence that capitalism is not one thing.

Timeline

From family plots to the 15th plan.

  • 1978: Deng Xiaoping launches reform and opening. The household responsibility system returns farming to family plots, and output jumps.
  • 1980: The first Special Economic Zones open. Shenzhen begins its run from fishing town to megacity.
  • 1992: Deng's southern tour restarts stalled reform. The party adopts the official formula socialist market economy.
  • 1990s: Grasp the large, release the small. Thousands of small state-owned enterprises are privatized while the giants are consolidated.
  • 2001: WTO accession. The export machine goes global.
  • 2003: SASAC is created to hold the central state-owned enterprise portfolio.
  • 2015: Made in China 2025 names the strategic industries the state intends to dominate.
  • 2020 to 2021: The platform-economy crackdown. Ant Group's record IPO is halted days before listing, and common prosperity enters the lexicon.
  • 2026: The 15th Five-Year Plan (2026 to 2030) begins, with technological self-reliance at the center.

SASAC oversees the central state-owned enterprise portfolio: 100 central firms as of 2026, holding more than 95 trillion yuan in combined assets. The 15th Five-Year Plan's guiding recommendations, adopted at the Fourth Plenum in October 2025, place technological self-reliance at the center, alongside industrial modernization and a push to lift domestic consumption. The full plan was set for formal adoption at the March 2026 National People's Congress.

How the machine works

Window guidance

State banks lend where told, which makes credit an instrument of policy rather than a price.

Local governments monetize state-owned land through leases, which funded the infrastructure boom and inflated the property bubble.

Money does not freely leave, which keeps household savings inside the system.

Party committees sit inside firms, including private and foreign ones, alongside golden shares in platform companies.

Established formulation, official provenance, figures approximate

The 56789 formulation, an official Chinese shorthand and approximate by design: the private sector contributes roughly 50 percent of tax revenue, 60 percent of GDP, 70 percent of innovation, 80 percent of urban employment, and 90 percent of registered firms. The party quotes these numbers itself. The point of the cage is that the bird does most of the flying.

Is it capitalism?

The core argument.

Contested characterization

The case for yes: private property is the default, wage labor is universal, the profit motive operates everywhere, and competition is brutal enough that Chinese price wars routinely bankrupt entire domestic industries.

The case for no: property rights hold only until they collide with party goals, and Ant Group is the standing exhibit. Capital allocation is ultimately political. Scholars have converged on the term party-state capitalism (Pearson, Rithmire, and Tsai) to mark the difference from both market capitalism and older state capitalism.
